CPaaS news card: $50bn+ CPaaS revenue by 2031, +108% RCS interactions in India, 6 hours to suspend a misused header under TRAI rules, Twilio Q3 revenue +20%

Business messaging moved on several fronts this month: a new forecast for the whole market, quarterly numbers from its largest listed player, a tighter anti-spam rulebook in India, and more proof that RCS is going mainstream. Here is what happened and what it means if you send SMS, WhatsApp or RCS to customers in India.

The market: CPaaS on course to pass $50 billion#

On 2 November 2026, Juniper Research published its latest CPaaS forecast. It expects total CPaaS revenue to more than double over the next five years, from $21 billion in 2026 to more than $50 billion by 2031.

Juniper names conversational AI and authentication as the main drivers. It also expects providers to "capitalise on the decline of SMS" by moving traffic to newer channels such as RCS and OTT apps such as WhatsApp.

Its 2026 vendor ranking puts Infobip first, followed by Twilio, Sinch, Vonage and Tata Communications.

What it means for you: the growth is not in sending more plain SMS. It is in two-way conversations and in proving who a customer is (OTPs, silent authentication). Expect providers to keep adding AI and verification features on top of the message itself.

The bellwether: Twilio grows 20%, but guides lower#

Twilio reported its third-quarter 2026 results on 29 October. Revenue was $1.56 billion, up 20% reported and 16% organic year on year.

For the fourth quarter it guided to $1.595–1.605 billion, which it put at 17–17.5% reported and 11–12% organic growth. Its CEO framed the opportunity around AI: "Consumer AI has accelerated AI development, and its adoption demands fast, reliable infrastructure built for AI speed."

What it means for you: demand for programmable messaging and voice is still growing at double digits globally. The lower organic guide is a reminder that growth is uneven, and that much of the new spend is tied to AI-driven use cases.

India: TRAI finalises its third anti-spam amendment#

On 18 September 2026, TRAI finalised the Telecom Commercial Communications Customer Preference (Third Amendment) Regulations, 2026. According to MediaNama's report of the final text, the main changes for businesses are:

  • Misused headers and templates: operators must suspend them "immediately… but not beyond six hours" after noticing the misuse, and tell the registered sender within 48 hours. A telemarketer found complicit faces a one-year disconnection and blacklisting.
  • A lower complaint threshold: action against a sender drops from five unique complaints in 10 days to three, but only when the operator's AI system also flags the sender's number in the same period.
  • Consent collected elsewhere: explicit consent obtained "through any verifiable means" outside TRAI's consent framework can count, as long as it is later registered in the Consent Register.
  • Caller-ID and call-management apps: they may not tag, block or filter calls from number series TRAI designates for commercial and government calls (such as 140xx and 1600xx). Users' spam reports in those apps must also be routed to the operators' DLT platform.

MediaNama also reports the rules come in in three steps after notification:

  • After 30 days: AI-based spam detection and the header and template suspensions.
  • After 60 days: a termination charge on A2P calls of up to 5 paise a minute.
  • After 90 days: the lower complaint threshold, and suspension for templates registered in the wrong content category.

What it means for you:

  • Templates: keep your DLT templates in the right category, because a wrong category becomes a reason for suspension.
  • Headers: treat every header as something that can be switched off within six hours if it is misused.
  • Consent: record where and how each customer agreed to hear from you, so it can be registered if asked.

RCS in India keeps climbing#

RCS (Rich Communication Services, the upgrade to SMS with branding, images and buttons) continues to grow fast in India:

  • Doubling usage: Infobip reported on 18 August 2026 a 108% rise in RCS interactions in India between H1 2025 and H1 2026. Finance and fintech made up "over 3/4 of all interactions", followed by marketing automation.
  • Operator tooling: on 7 October 2026, Infobip launched RCS BusinessOS, a layer to help mobile operators launch, govern and charge for RCS business messaging.
  • The longer view: Juniper Research forecasts global business RCS traffic to grow from 125 billion messages in 2026 to more than 485 billion by 2030.
  • iPhones: Jio's commercial RCS Business Messaging now reaches iPhone users too. We covered it in RCS business messaging reaches iPhone users in India.

What it means for you: for banking alerts, payment reminders and offers, RCS is becoming a realistic main channel, with SMS as the fallback for phones that can't receive it.

WhatsApp: the end of free service conversations#

Since 1 October 2026, Meta charges per message for WhatsApp Business Platform service messages, free since November 2024. It also charges for utility messages sent inside an open 24-hour customer service window, free since July 2025.

We explained what changes and how to plan for it in WhatsApp pricing changes from October 2026.

What it means for you: a customer-service conversation on WhatsApp now has a per-message cost. Look at which conversations need WhatsApp, and which can move to cheaper channels or self-service.

The bigger picture#

Put together, this month's news points the same way:

  • Conversations and verification: the industry's growth is coming from these, not from plain broadcasts.
  • Regulators: they are tightening the rules on misuse.
  • Richer channels: RCS and WhatsApp are taking a larger share of business messages.

For Indian brands, the practical response is the same on every front: clean templates and recorded consent, the right channel for each message, and a fallback when the first channel can't deliver.

Frequently asked questions

What is CPaaS?+
CPaaS (Communications Platform as a Service) means sending SMS, WhatsApp, RCS, voice and similar messages from your own software through a provider's APIs, instead of building telecom connections yourself.
When do TRAI's new commercial communication rules apply?+
TRAI finalised the Telecom Commercial Communications Customer Preference (Third Amendment) Regulations, 2026 on 18 September 2026. As MediaNama reported at the time, the provisions take effect in three steps — 30, 60 and 90 days after the regulations are notified in the Gazette — so check the notification date for the exact dates.
Is RCS replacing SMS in India?+
Not yet. RCS is growing fast — Infobip reports 108% growth in RCS interactions in India between H1 2025 and H1 2026 — but SMS still reaches every phone, so most brands run RCS with SMS as the fallback.
